Error When starting Delpgi Ide at loading one of the packages

QC#: 13749 Version: 9.0 Status: Closed defect, no action required Resolution: Bug could not be reproduced as submitted Description: If I change the regional setting to US, there is no problem,
this problem occurs for Turkish Regional settings.
I have attached the message at attachments tab.
